Quote from a Mainland Architect:
"Commissioning is easy and done at the end of construction, It is not diffcult and can be done by technicians".
In contrast:
Management of the commissioning process is required under the UK's building regulations. It is a requirement for US Government projects, and is a pre-requisite for LEED certification?

Arguably the Commissioning Plan (CxPlan) is the cornerstone of this quality assurance process.
